I disagree with the kin/exp/invuln advice. Even though angels do about double kin over EM damage, shield tanked ships have bad enough em damage that the effective DPS incoming is more EM than kin (resists are less than half, making up for the less...

Personally, I can tank any L4 just fine in a Raven (vanilla) with a 350 sustained DPS tank. I did spring for a large CalNav Booster, so my burst tank goes up to 600, but still. 600 Sustained is ridiculous, and you should fit more gank somehow...ei...

Tengu is a solid option, but you could also just use a Drake. You can get about 500 DPS out of one if you have T2 launchers and solid missile skills...and it sounds pretty meh until you realize the whole fit is under 100M...and you do nearly full ...

with a BC sized hull in nulsec, you'll usually warp within 50km or so of the target, and the AB alone will get you going 400m/s or so. At worst, you'll be getting shot at for about 5 seconds before they get in your base drone control range of 45km...
